Where a sensible organisation puts lusers so they can't do any damage. A program that limits a luser to a carefully restricted subset of the capabilities of the host system, and which is not so much aimed at enforcing security as protecting others (and the luser) from the consequences of the luser's boundless energy and enthusiasm.
